WoW Upgrades - The Item Upgrader

Upgrades give a guaranteed boost to certain stats. Each upgrade increases the level of an item by 3. Each upgrade also increases the random substatus.

Upgraded gear generally sees greater value for trade as long as it meets low requirements (like the FB shield of the sorc) or very high stat variation (like Eth titan weapons). Upgrades are less useful for the latter due to the need to roll the perfect version.
