Description:
Checks whether a checkpoint is streamed in or not. If it is streamed in, then the checkpoint id is valid.
Parameters:
( checkpointId )
checkpointId : The ID of the checkpoint.
Return Values:
true if the checkpoint is streamed in, false otherwise(invalid id/not streamed in)
